No, they cannot be "locked" into place. The handlebars are linked by a hook at the end of the pedal linkages to the pedal assembly so when they move, the handles move.

They can not be locked in place. If you wish for them not move and you detach them, I would say it would not be safe to ride. You could lose balance. The movement is not that difficult, I've had back surgery and I find that stretching with the arm movement is a fantastic stretch for the arms and down the sides of your body.

When my arms get tired, I just sit up straight, let go of the handle bars and just pedal.
